Clarification cases

A clarification is a case, not a note in a field.

Open items are not clarified verbally and then forgotten. A clarification starts in the dunning run and ends there: it has a reason, an owner and a deadline, it holds the affected documents back while it is open and releases them when it closes — and when several documents or answers are connected, that gets decided on the case, not line by line.
